Honorius Causa Recipient Hon. Joseph M. Delfino Former Mayor, White Plains, NY   A native and life-long White Plains resident, and a long-time friend of The College of Westchester, Joe Delfino served our country in the U.S. Air Force. He also spent 30 years serving in local government, including 10 years on the White Plains
